Stefano Bill Establishing Restricted Fund for ATV Activities to Become Law

I am pleased to announce that Senate Bill 648, which I sponsored and which passed the Senate on October, was approved by the House of Representatives and will be my first bill signed into law.

The legislation came about after a meeting I had with a constituent involved in an ATV club in Fayette County. They were having trouble accessing grants available to them and expressed their frustration at the disproportionate funding that snowmobile trails received and the far greater amount of trails available for snowmobile activity. My legislation helps provide more opportunity for the development of ATV trails and the economic boost that will come from them.

The legislation will require that monies generated through ATV-related operations are placed in a restricted account to be used for purposes including the construction and maintenance of ATV trails and acquisition of equipment, supplies and interests in land.

These funds are needed for training, education, construction and maintenance of ATV trails, and more. My legislation will provide more equitable distribution of funds, ensure that ATV activities are more fairly funded, and require a more detailed accounting of these dollars.

What a Difference a Year Makes

On June 30 bipartisan majorities of both the state Senate and House sent Gov. Tom Wolf a budget that will avoid the long and damaging budget impasse of last year caused by the governor’s insistence on broad-based tax increases on Pennsylvanians.

While this budget is far from perfect, I voted in favor of this budget because it provided $200 million in new funding for our schools, it provided much needed funding to combat the opioid crisis in our communities and did not subject our school districts, county agencies and nonprofits to another year of having to borrow money just to stay open and then figure out how to pay off the interest.

Hear more about my thoughts on the budget in this article from my website: http://www.senatorstefano.com/2016/07/07/what-a-difference-a-year-makes/
